Well in the US Dr Who plays on SyFy which is an NBCuniversal channel. So its highly unlikely since NBCuniversal owns Universial Studios Florida and I would assume have first crack at theme park rights.

Dr. Who actually runs on BBCAmerica now in the US. It started however on Sci-Fi (before the stupid "SyFy" rebranding), so I don't know if they still occasionally show any of the classic or early revival episodes on occasion.
Actually asked at the British pavilion in July, and they do not sell any Dr. Who related merchandise. They did sell some books about Lego Harry Potter...we all know who has theme park rights to Harry Potter. Maybe it's a Lego thing.
