I haven't really paid attention to the strollers at Disney in a long time, but the ones they used to have didn't work for kids who didn't sit up yet. Her little one will be about 4 months on the trip. Is that old enough for the Disney stroller?
She has a carrier, and will definitely use it for both kids on the trip, but she find switching out the kids in a single stroller really challenging. If, for example, she's holding the baby and wants to pick up the toddler and put the baby in the stroller, or vice versa, she says it gets challenging. Her daughter isn't very good at "just stand here while I get your brother situated . . . " yet. But she could definitely strap the baby on, and then pick up the toddler to board a ride.
I think the PP was referring to an offsite rental company, they rent nice strollers you can rent for your length of stay, most drop off and pick up from your resort. We used a baby's best friend but the families board would be a good source for more recommendations. I would not use a park rental for a baby and definitely not in lines.
My 2 cents - a sling or wrap or snugli was a lifesaver with a baby at the parks and even without having to use the stroller as a wheelchair I could never have managed with my front/back double at the parks. I wore my baby on almost all the rides she could ride and this left me hands free to deal with my almost 2yo at the time.
My recommendation is that she borrow or rent a nice light side by side double stroller the kids will be comfortable - it will be so much easier for her. It will fit and maneuver much better through the parks not to mention when she uses it in line.
