We were there last year and Donald came to our table. Is this a new change for this year?
I have eaten there many times when Donald came to the table, but this year (I was there in Mar and May of 2010) he was standing outside the doors with a fastpass photographer. He does not go around to the tables anymore.
Not sure if they kept it that way after May, but it was that way in both March and May.
If we had reservations for the earliest time slot and finshed eating by lets say 8:50 am, could you go get in line for the Safari before rope drop?

You don't need to be a kid to go to a character meal. As long as you are willing to play along the characters are alot of fun. That being said, and I know I am in the minority here, that particular meal has to be the worst I have ever had in Disney. We had one of the first seatings of the morning. They didn't even have the food out. The CM apologized and said that several people did not show up for work that monrning but that didn't help any. By the time the food came out it was cold. The took drink orders right away. We were halfway through our meal by the time we got any juice and we were finishing when the coffee finally arrived. Character interaction was minimal at best. Now I am assuming that things have improved since we went. We have not wanted to go there again and have gone to Disney quite a few times in the past ten years. Now one of my favorite breakfast buffets is Ohana at the poly. That used to be Mickey and the gang in Hawiian shirts, but I think it is Lilo & Stich now. We done breakfast in the villa the last few trips. We have found over the years that a really good breakfast in the am sets you up with alot of enery for the parks and fuels you for a good part of the day. Something that is really needed when at the parks. They can be exhausting for anyone.
They have a rope that keeps guests from getting to the actual safari ride before the park opens. But you can wait at the rope and they do drop it a few minutes before the rest of the crowd arrives. In Dec. we were waiting at the rope after our breakfast and we heard some noise. We turned around and the main rope was coming over the bridge with the masses!They did drop our rope before the rest got there and we were on the first truck of the day.
