does donald meet and greet at the tables or just greets for their photo?

We went to Donald's Safari breakfast in July and got a family portrait without any characters, and Donald was inside going between tables like the rest of the characters.

We went again in Sept/Oct and got a family portrait with Donald outside, but inside it was just the other characters, no Donald.

So we've had both experiences within just a couple months... not sure why, and I can't predict what they'll do next time! Sorry!

Maybe somebody else has more of a clue.

In Oct., Donald was only outside posing for the $32 photos they try to sell.... and no autographs. Inside was Daisy, Mickey, Goofy at the tables for photos and autographs.... We did see Donald later on the Mickey and Minnie greeting trails --- he had a different outfit on with a Beaver Hat instead of a safari outfit.

I saw it posted somewhere that Donald will now only be available for the picture, not circulating inside the restaurant anymore Which is a bummer because we have an ADR in Jan and my daughter loves Donald and Daisy
