I'm a rabid reformed smoker. Having people smoke around me can really ruin the experience so I'm just curious...Does WDW allow smoking? Are there designated smoking areas in the themeparks, resorts and restaurants? Do they enforce smoking policies?

All of the resorts have designated smoking, and non-smoking rooms.
All of the restaurants are non-smoking.
All of the theme parks have designated smoking areas.
The restaurants enforce the smoking policy. At the resorts, most of the guests abide by the smoking designation, but if not, it seems the resort won't do anything.
In the theme parks, I've seen people smoking all over the place, and the policy not being well enforced.
So, in a nutshell, with the exception of the restaurants, it's hit and miss.
I am fairly sensitive to smoke and while I've seen isolated instances of people smoking in non-smoking sections at the parks, it's only been a few people here and there and it's never caused a problem for us. I've never seen anyone smoking in lines or at shows where you cannot get away from the smoke.
At Universal, though, it's another matter altogether. People smoke everywhere and anywhere and completely disregard the rules. This year was the worst I've ever seen it.
We're seasonal pass holders, so we go to the parks a lot. I will say that I usually see someone smoking in a non-smoking area every time we go. If I'm somewhere that it bothers me, I will politely say something and ask them to either go to a smoking area, or put out the cigarette. Only one time has the person not complied. Most people seem to assume that since they're outside they can smoke. When you explain that they can't, they understand.
In the parks, usually if someone is out of line and you tell a CM, they will put a stop to it. If you don't however, they tend not to. Yes I know they should enforce it. But having a customer complain tends to embolden them. It's easier to confront someone when they have another customer backing em up. At the resorts, the best they can do for you is move you. We've never had that problem though. The vast majority of smokers have been considerate from what I've seen. Although we deliberately ask for the non-smoking building furthest away from anything at the resorts. Dunno about the goings on at the more popular buildings.
My entire family is sensitive to smoke. We have been going to WDW for years, and I have never been when I have not seen people smoking in non-smoking areas. I even see them smoking in line but that is not as bad as it use to be. In my experience if you mention it to a CM they will not do anything about it. It always kill me that they hold it down to their side trying to hide it so they know they are not suppose to do it. I am both a big WDW and Universal fan, but I will admit that smoking is much worse in Universal and the workers there just completely ignore the smoking.
