Trying to upgrade to regular dining during free time, however we are coming in to WDW on 8/14 so the Disney rep said we would need to pay the PEAK dining addition for the entire week even though it's only one day of peak. So we have to add on $15 per day per person (6 of us!) for 7 nights! This doesn't seem right to me.
 
Yes. For some reason, since you are coming in on the 14th, you will pay summer rates for your dining for the entire stay. They haven't adjusted the booking for dining they way it is with the resorts to reflect the change of seasons during your stay.

Are you doing parks on the 14th? Maybe you can book a room only for the 14th.

That's the only way to do it that I know. In both 2007 and 2008 the Free Dining deal started one day after we arrived (flights already booked). The first year we booked one night at AKL (due to construction Disney ended up moving us to GF for no extra charge) and the other year we just booked a single day at the Poly which was nice since they didn't make us move rooms.

With Free Dining Disney always seems to do it the same. You can stay past the end of the period as long as your first day is during the Free Dining but at the start you are out of luck. They seem to work the same way with rates for the resorts.
