Does this sound right re the 14 day pass

I am going on the 30th December and the disney park pass says use by 31st

The staff at the disney shop where i bought it say I must activate it on the 30th because new years eve is mainly an extra paid event.
Otherwise if I try to use it on the 31st, It will be invalid

Any advice ?

THey have to be used for the first time by the 31st December, then they're valid for 14 days from day of first use. You can use them for the first time on the 31st but bear in mind that many of the parks hit capacity early in the morning on NYE, so you'll need to get in early to make sure you can get in.
(I work in a Disney store, not sure why you were told what you were?)
As far as I'm aware NYE isn't an extra paid event, they just do staggered closings as they get near to capacity

Do you know if you can get back in if you leave, do they do hand stamps ?

You don't get stamps. Your tickets allow you in and out of all and any parks as often as you like for the period of validity (14 days in your case). But as stated, you want to be there well before park opening on NYE if you want to get in as there will be substantial queues at the turnstiles way before the park opens so arriving shortly after the park opens you will spend a fair bit of time going through security and then getting to the entrance and this is where you might come unstuck if they close super early to capacity.
