I was thinking of watching fireworks at Small World and then jetting to ROA to watch the second Fantasmic! Does the train run during this time?

Yes, but depending on the time inbetween the two shows you may not have enough time to get from IASW to NoS and find a seat.

Yes, but there are times when the train is closed during the fireworks (you'll know that it is because Small World is roped off). If that's the case (or even if it's not), you're best bet would be to immediately go towards the main area of Fantasyland, wait for the fire marshall to clear the area (cuz they won't let you in until he does), then take Big Thunder Trail to Frontierland. Taking Big Thunder Trail will be a lot faster than the train in any case.

We enetered DL about 10 minutes before the fireworks ended thinking we'd avoid the congestion on mainstreet by taking the train. we wanted to go to splash mountain. We found out that the station was closed. We had to wait about 10 minutes AFTER the fireworks ended (needed clearance from fire dept) before we could even board the train. we ended up riding splash and watching fanatsmic.

The train closes for the Fireworks. Usually what happens is there will be a 9pm fantasmic, with 9:25 firworks. A lot of people will go to the train station after the fantasmic or fireworks. The train usually doesn't start running until about 10 minutes after the fireworks ends. Most of the time when the train shuts down one will be stopped at the New Orleans Station. So it gets filled up by all the people just leaving the fantasmic area. Usually by the time the train gets to the fantasyland station it is full. Unfortunately at that time of night not a lot of people are planning on exiting the train at Small world, so getting on can be difficult, especially if there is a line.

I would suggest walking it will be much faster.

Actually, it doesn't always close for the fireworks--just on certain, more windy evenings when the Toontown Station & IASW area becomes a fallout zone. I've been back at IASW for the fireworks lots of times and the train is running--it's hilarious to see the psychedelic train during parts of the projections over there.
