Does the new Monsters ride have a fast pass?

We are doing the Lilo and Stitch breakfast our first morning and so I was thinking that it might be a good idea to head to DCA after breakfast.

No, it doesn't have fast pass. When we went in March the wait was about 40 minutes mid day. In May we only waited abou 15 minutes or so. If you go early it shouldnt be too bad.

I was at DL last weekend--the parks were crazy crowded, however, Monsters Inc. never had a wait more than fifteen minutes when I wandered over. And in the morning it was about five minutes. So you should be fine.
