Does Non-private VIP tour allow you to go on Harry Potter/Forbidden Journey Rides; other options?

I am trying to figure out a way to go on Harry Potter/Forbidden Journey with minimal to no wait- we will be in Orlando starting on Sept 17.

Yes, we can stay at a Universal Hotel, and go one hour early. Too bad that these rides do not have express passes.

Does the non-private VIP tour get you to Harry Potter rides during the tour? Can go again on these rides and attractions without waiting in line after one has finished the tour?

A few years ago, we had issues with service at the Universal Studios Park. The customer service rep gave us several front of the line passes for the Harry Potter/Forbidden rides/attractions! I wonder if there is any other way to get these passes?

I just did the non-private VIP tour a few weeks ago. Yes the guides do include both the HP worlds. After the tour you receive the express passes for the rest of the day. However, when you are on the tour the guide brings you to the front of the line for rides. When you use the express pass after the tour you go in the express line and wait in that line however long. As schumigirl stated HP rides now have the express pass all the time.
