20% rounded up to the next dollar, no matter where in the (real) world I'm dining. The one time I tipped less, I was with three coworkers at a reputedly upscale local restaurant. Our server had three tables - a couple she apparently knew, a table of four businessmen, and us. She paid a great deal of attention to both other tables. We were pretty much ignored... except when she took Anne's* appetizer plate while she had a forkful of food in mid-air.
Even then, we left a 15% - to the penny - tip.
And then there's my ex who, if the food was particularly outstanding, used to tip the cook...
