I think there are enough for now. We frequently stay at Values and have never been unable to book one, even for last minute trips. So capacity wise, I don't think a new value resort would be necessary at this time.

There is a combined total of over 9000 value rooms at WDW (not including the family suites). Based on recent construction, WDW obviously thinks it will make more money converting deluxe resorts to include more DVC properties. IMHO, if WDW felt there was money to be made by building another value, I'm sure they would!
I think the new 3rd Party "Value" Hotels in the Flamingo Crossings Project are "aimed" at taking a little of the "load" off of the Disney Values in terms of Sports teams.etc.(these Hotels have batting cages and a practice field) competing at WWoS,so I don't think Disney has any plans for more Values in the forseeable future.
It isn't an easy question to answer and it's impossible to know without looking at the analytics that they aren't going to show you. For example, if guests upgrade to moderate resorts or higher when there isn't availability at a value with enough frequency it would actually lose Disney money to add a value resort and lose those upgrades. Entire divisions of people are used to answer these nuanced questions.
