Does AP rate = package??? (Oops, never mind!)

Hi Everyone,
I just received a confirmation for a reservation booked through a TA with AP rates. I didn't order tickets or any other extras with the room. The confirmation states that it is a package and not a room-only rate. Is this always the case? Are AP rooms always booked as packages?? Thanks for the help.
