Does anyone know how to splice video?

I taped some stuff off the TV on my computer. I only want about 10 minutes of an hour worth of video. Is there an easy way to splice it? What programs do you suggest?

I used a Ulead product and it was super easy. Drag file in > preview> edit length with slider tools > cut and paste waht you want to new file and save the original copy unedited. Then preview the clip yopu made. You can add music or text or opening/closing screens as well as break up a file into different chapters.
