Does any rental car agency include an additional driver with no additional fee

Does any car rental agency include an additional driver with no additional fee?
I was told at Jacksonville last year by an Alamo rep. that they stopped the free additional driver.
In the past National members and a few other agencies did include additional drivers at no extra cost; I would like to know which agencies include additional drivers at no extra cost.

AAA offers free driver with HERTZ. I have not seen any free driver offers with Dollar or Thrifty.

National has free second driver if you are signed up for there loyalty program - Emerald Club, it's free to join
