Does a baby make us a party of three?

I know the question may sound stupid, I'm traveling to Disney in September with DH and DS. I'm making my ADR's for September (I know, it's a little late). Anyway the only available dinner times are 7:30 or later for some places I'd like to eat and the agent at Disney Dining was searching for party of 3 tables. Now, Jack will be 14 months...he'll be in a highchair or my lap. He doesn't need his own chair. I would think that a reservation for 2 would be easier to get than a reservation for 3. I'm wondering if the Disney dining agent (who was very nice) might have been mistaken by putting me in as a party of 3.
 
When making my ADRs, I told them we'll have DD2 who sits in a highchair. They still count us as a party of three. That's been my experiences on all the ADRs I made with different reservationists.
 
There are very few actual tables-for-two. Even as a party of two, you're most likely to be seated at a table that will hold four people. Plus, even a high chair has to go someplace. Usually it replaces one of the chairs at a table.

Probably, all the reservations you want are for relatively popular places, hence no earlier seatings.

Yeah, that's true. I was booking Chef Mickey's for Dinner on a Wednesday night (7:40 seating was first time available) and Concourse Steakhouse for a Thursday (again 7:40).

I'll probably call back in a couple days to see if anything opened or I'll pick some different places. Or maybe I can get an earlier time once I'm onsite.
 

Yes, I've been making ADR's for our trip in October and DD 14 months will be in a high chair and they consider us a party of 3.
 
I've been making my August ADRs and we are a table of 11. That includes a 2 year old and a 3 month old. They count both babies everytime at every place.
 
I think that they count you as 3 people so you have enough room at the table. A table for 2 is small and with 2 people dining and their plates taking up room there might not be room for a baby sitting in a high chair on the other side. There would be the concern that the baby reaching onto the table might either spill stuff or put their hands in something hot.
