Do you pay for kids under three?

I have seen several pieces of info reagrding kids under three either paying for their meals, or not paying. Can anyone clear this up for me? DS will be just shy of his 3rd b'day when we are at WDW and we intend on eating at a variety of palces, including sit-down a la carte, buffet and counter service and I would like to know what to expect in terms of paying for him. Thanks.

Your DS will be free at buffets and at all-you-can eat family meals, such as Liberty Tree Tavern. At other restaurants he can either graze from your plate for free, or you can order a children's meal for him and pay the usual price for that.
