Let’s say I want to waste a FP to finish my initial 3 FP so that I can grab another higher tier FP. Do I actually have to check in at the attraction or can I just let the time run out?

Unless you don't even enter the park until after the first FP expires, in which case there's no wasted time.
I inferred the same. To “finish” the initial 3, waiting for an expiration is a waste.Sure, but I inferred from the OP’s question that they are wishing to skip their 3rd FP and therefore are already in a park. @hiroMYhero ’s suggestion would save them nearly an hour wait for booking their 4th.

The goal is to book another Tier 1 attraction FP. Canceling a Tier 2 won’t allow for booking another Tier 1.Just cancel it

You didn’t need to ‘tap out’ Bug because you already used a FP in AK. When hopping, it doesn’t matter if you book a Tier 1 for Park#2 even after using a Tier 1 in Park#1.Typically if you are fast enough you can just find something close by to “tag”. Our last day we had PoF fast passes, staying at AKL. We did PoF then “tapped out” our second with Tough to be a bug on our way out of the park. I was able to get a Toy Story FP before we left AK as we were heading to HS.
Nope - once you've used one in a park, you can get add'l ones at any park same day any tier if available.I was fairly sure you needed to use two in one park before the 3rd allowed a new park. Either way; I wouldn’t have wanted to risk it.

Yes after your first three it is one at a time.I thought after your initial 3 fast passes that you could only book one at a time for each additional one.
