Do you need an Accessible room to book the Accessible cabana?

I found there is 1 cabana that is marked Accessible (#1). I am hoping that being able to book that cabana it's limited to those people who are in an accessible room. Does anyone know if this is true?
 
Not sure if you must be in a HA room, however as far as I know you do have to go through special needs to book it and cannot do so until your booking window is open.
 
It is not only available to those booked in a HA cabin. We had booked a different cabana number when traveling with my parents. Once we entered a comment with Special Services that both would be using a wheelchair (limited mobility), they tried to talk us into taking cabana #1 so they could open up our cabana for someone else.
