At the end of the day, you could give the sales pitch to your sister the good old college try, but if she decides that she's going to hate it, then she's going to hate it.
What I would recommend you consider is how you will manage YOUR own vacation mood so her grumpy attitude doesn't end up ruining it for you as well. A little break from each other each day might be a good idea. So your idea of using one of the pools is a good one. Just tell her that you're going to the quiet pool for a bit and invite her to join you. If she hates the room THAT much then eventually she MAY decide to go with you.
Of course, another coping mechanism is to spend as little time at the resort as possible.
And if she doesn't like the accommodations that are available, then SHE can make all of the arrangements next time. WDW isn't letting anybody change their resorts right now, so that isn't even an option for you unless you cancel entirely and decide to stay off site.
Of course, there's also the option of not going at all. Which would she rather do...stay home or go to WDW? If she wants to go to WDW, then POP it is for your travel dates. It's sort of like the arguments I have with my kids sometimes:
me: We have vanilla or chocolate ice cream. Which would you like?
kid: I want a popsicle.
me: There aren't any popsicles. Vanilla or chocolate ice cream? Those are your choices.
kid: BUT I WANT A POPSISCLE!
me: That's not possible right now.
kid: (stomps feet) I DON'T WANT ICE CREAM! I WANT A POPSICLE!
me: (calm, deadpan voice) I'm sorry that you're upset, but popsicles aren't on the menu right now. If you want a treat, it's vanilla or chocolate. Or nothing.
kid: (pouts) Ok....FINE! I'll have chocolate. BUT I'M NOT GOING TO LIKE IT!
me: Ok, here you go.
kid: (quietly eats it all up) I still wanted a popsicle. But that was pretty good.
In other scenarios, the kid has had a full on melt down over the proverbial popsicle. When that happens, kid goes on time out so she can calm down. Time outs with adults work, too. Sometimes all you need is a few minutes apart in order for cooler heads to prevail.
