My two cats now (indoor only) and every cat I've ever owned growing up (some were indoor/outdoor)...ALL bathed themselves. Always. Cats are good with that.
I can only see giving a cat a bath for medical reasons or if it got into something like tar. Even the dirtiest strays I've adopted have cleaned themselves up, after being indoor-only for a couple of days.

CLOTHES? Nah, they're cats, not dolls. Now for WARMTH, if you think your kitty needs it, I think setting up the warm area is a good idea. There are heated cat seats that attach to windows that your cat may enjoy. I don't think cats enjoy wearing clothes.
