Do we get charged for transferring owners locker and bags when switching resorts?

I am aware of the new bell service fee to deliver items to the room, but what about the owners locker and the bags when transferring hotels? (Assuming there is no refrigerated food items).
 
The way it is written it appears to be limited to delivery of packages received in the mail or via outside delivery services (for which a fee actually existed before), and to groceries delivered by outside stores (the new change), and does not apply to transfers due to changing resorts, or to room delivery of any luggage or owners lockers.
