Do they "hold" the Handicapped rooms until closer to cruising time?

Does DCL prevent the handicapped rooms from being reserved until closer to the departure date, waiting for people who are handicapped to reserve them? Then, if no one has requested them based on need, does DCL let anyone reserve them? If so, would anyone know when that would be?
