Do I need dress shoes or to dress up to have dinner in these places?...

I'm not sure if I do, but even if I don't should I take a suit or dress clothes and dress shoes anyway?

I'm not sure about Cali Grill, as it is more upscale. Other Dis'ers could report on if you can get away w/out dressing up much for that. But as for the others, come as you are:thumbsup2
 
Cali Grill is the only one you might not want to wear "park attire" to. What I mean by that is shorts & tee shirts. More like slacks and polo shirts, though you might find some nice jeans and polo shirts. I wouldn't go fancier than that. For me, I'd wear a pretty skirt (cause I like skirts) and flip flops. Don't worry about nice shoes, your feet will be hurting enough!
 
Cali Grill is the only "Signature" restaurant that you listed. The Dress Code for Signature Dining is:

For the Signature Dining Restaurants, a "Business Casual" dress code is in effect:

Men - Dress pants, jeans or dress shorts and a T-shirt or long sleeve shirt with collar is required. (Jackets optional.)

Women - Jeans, skirts or dress shorts and blouse, sweater or dress is required.

NOT PERMITTED: Tank tops, swim suits or swim cover ups, hats for gentlemen, cut offs or clothing with rips/tears are not allowed. T-shirts with offensive language/graphics will also not be permitted.

The Signature Restaurants are:

Artist Point, Bistro de Paris, California Grill, Citrico's, Citrico's Chef's Domaine, Flying Fish, Fulton's Crab House, Il Mulino, Jiko's, Narcoossee's, Portobello Yacht Club, Shula's, Todd English's bluezoo, Wolfgang Puck Dining Room and Yachtsmen Steakhouse.

If it's in a theme park, whatever you're wearing to the park is fine.

But, while you do see some people wearing park clothing to the resort restaurants, any "resort casual" or "business casual" clothing is fine.

The only time you need dress clothes would be if you went to Victoria and Albert's. Men must wear a jacket (but tie optional), and women wear cocktail dresses or evening pantsuits.

So you will be fine with less formal stuff.
 
The only one you may want to dress a bit nicer for..pants/polo, nice shorts/polo is CA Grill. Other than that you are good to go in park attire.
 
But for goodness sake you don't need a suit!!
And note that footwear is not mentioned at all in the Disney dress code. Very few people wear anything other than tennis shoes, sandals or flip-flops.
 
Except for V&A pretty well everything is okay.

Although, we always wear shirts with collars at CG, we always wear sneakers. There just isn't enough room in our luggage to take dress shows for one meal.
