Do I count high chair as one guest ?

When making online reservations? We have 8 adults and one toddler so do I reserve for 8 or 9?

yes. Everyone counts for a reservation.

9. If it is a body you count it doesn't matter if it is in a high chair, baby carrier, stroller, or wheelchair. If you only make it for 8 there may not be room for a high chair at the table and your wait could go up while they make adjustments.
