Do any Restaurants in DCA or DTD do Something Special for Anniversary/Birthdays?

What restaurant would be the best for that type of special thing?

Depends on the restaurant. CS places do not, TS will, CCT gave DD a box with 2 chocolates for her birthday. WCT did nothing for mine, AG you get dessert but our birthday girl also got 2 small cupcakes with candles to blow out. You just have to tell your server and see what happens.

In DTD we got nothing at the Jazz Kitchen and we've been given ice cream at RFC.

I think it is highly variable. I have gotten free desserts at table service in the parks, free champagne at Jazz Kitchen brunch, and little chocolates at Napa Rose. Other times I have gotten absolutely nothing. So, I would go in expecting nothing and be surprised if you get a sprinkle of pixie dust.
