Adults may wear costumes at MK during the MNSSHP. They are not allowed to wear costumes in the parks on regular days. You can always do the DisneyBound thing.
Only time you'll see adults in costumes will be the Halloween party hours, and a couple will during the 24 hour event. Other than that, no. You can wear regular attire that's the colors of a Disney character (Disney bounding), but you're really not allowed to wear costumes at Disney unless it's a designated event.
Well I not sure they are enforcing that policy. We were at HS oct 29th and there was 3 adults in costume. I even told my cousin that they will most likely be stopped, but no one did. They went through security with us and in the parks no one said a thing to them. We saw them around the park later too. This was not Disneybounding I mean one was dressed as buzz with full wings and everything.

I'm thinking the 29th was a MNSSHP night, and maybe they were cut some slack because they had tickets for the party that night, and maybe they intended on going there later? Not sure what time you saw them.

Costumes are fine for adults the Halloween Party and a few will wear to Christmas Party. Special events it is also okay like the Unleash the Villains, 24 Hour at MK, RunDisney events etc. Even then they state that you must not represent yourself as the character to other guests - "engaging with other Guests or impeding the operation while posing as or portraying any character in costume" which would come in to play during the times/parties when Disney allows you to wear a costume.
DisneyBounding is fine and creative fun.
Obviously with any Park Rules/Guidelines there will be folks who don't follow and get away with it .....
On the park rules page, it state that there's a prohibition against "engaging with other Guests or impeding the operation while posing as or portraying any character in costume. " This indicates that guests can portray characters in costume. Since they have many lawyers on staff, and since it doesn't mention the party, this indicates to me that it doesn't just cover the parties.
Augh, I canNOT get that link above to come up for me, but it basically says that you can't BOTH have hair/makeup as well as a costume that looks real. Indicating that you *could* do one or the other.
The written rules used to be a LOT more strict, a LOT more clear, about it. The tinkerbell incident (a 16 year old in a decent costume was allowed in, to Disneyland I believe, then sent away, and there was a lot of attention paid to it) seemed to have changed things.
