We are in the beginning stages of planning our trip to the DLR 2/4-2/11/17. I have check the average temps, being the average high of 71 and the average low of 48, according to the weather channel. What about crowds? I know the weather is a bit cool, however our 30th wedding anniversary is 2/7 and we would love to celebrate at Disneyland :)

Your dates are well before Presidents Day weekend. And you'll be leaving as the Valentine's crowds begin to arrive.
I'd expect the crowds to be manageable through the week. Weekends will be busy though.

Enjoy your 30th in Disneyland!

It's a great time to go. The best times I've had have been January and Feb away from holidays. Not only is it less crowded and you can get more done, I've had much better service overall. The workers just seem more relaxed and happy and less focused on crowd control or turning over tables.

So President's Day weekend is a Nightmare? We're thinking of going that weekend (although not the Monday holiday, more likely Thursday through Sunday before).

Don't forget about Super Bowl. We were there 2/3-2/6 and each day we were there got busier. The Saturday was super busy, and I read Super Bowl Sunday 2/7 was also super busy. The days were warm and the nights were cold. Bring a warm jacket type of cold. It wouldn't stop me from going again at that time though.

I expect all holidays with a weekend to be EXTRA busy in the parks.

Is there really a quiet time anymore? Who knows. But be prepared as Feb is one of the few months where SoCal sees a good amount of rain. It's the exact opposite of WDW where it doesn't rain in the winter.

There's no true "slow" time anymore it seems. But if you compare it to other times of the year, it's a pretty good time to go. There will be more ride closures than other months so sometimes that makes lines for rides a bit longer. We were there in February 3rd-11th, 2015 and I wore shorts the whole time with a sweatshirt in the evening. We did put pants on our toddler in the evening though. I saw people in pants/winter coats but we didn't think it was that cold at all.

Really the biggest downside to that time of year = ride closures.

We are also planning on the first week of February 2017. :)
