DL restaurants that don't require park admission

When we visit Florida we often will have dinner at Chef Mickey's at the contemporary or O'Hanas at the Poli resorts. We stay off site and can drive in to enjoy dinner without a full Disney day or admission. Are there any west coast Disney restaurants like this? Do they have the characters? Thanks
 
All 3 hotels have character dining, along with other dining options.

Character meals outside of the parks include:

Disneyland Hotel: Goofy's Kitchen (characters at both brunch or dinner)
Grand CA: Storytellers Cafe (characters only at breakfast)
Paradise Pier Hotel: PPH Grill (characters only at breakfast: Mickey's Aloha breakfast?)
 
There are also quite a few non character restaurants in Downtown Disney or at the resort hotels such as ESPN, House of Blues, Rainforest etc. For upscale dining theres Napa Rose, Steakhouse 55 and more.

It is not like WDW with its numerous resort restaurants but there is plenty so suit ones needs.

In the immediate area there are many non Disney resort hotels with excellent restaurants.
 

Plus, it's all walking distance from each other!

You could walk out of the Disneyland gate, walk through DTD (passing the Grand Californian as you walk), and be at Goofy's Kitchen, all within a leisurely 15 minutes.

Disneyland is so much more walking-friendly than WDW. There is a whole group of reasonable hotels just east of DLR (off-property) that are no farther a walk to the park gates than the farthest rooms of the Disneyland Hotel.

There is a downtown disney in california? (Disneyland)

Yep! It is similar to WDW's with restaurants, shops, movie theater etc. Biggest difference is that everything is in walking distance. Disneyland, California Adventure, Downtown Disney are all on the same chunk of land completely designed for walking only. The only exception would be the monorail which connects Downtown Disney to inside Disneyland in Tomorrowland. However, it is often faster to walk depending on the line to board the monorail.

California Adventure and Downtown Disney are built on the land that used to be Disneylands parking lot directly in front of Disneylands gate. I loved arriving early and being able to park 20 feet outside the gates! Parking is now a large garage with a shuttle tram that takes you to Downtown Disney. From there you walk to either park.
