Disneyland survey - "not soliciting ideas or suggestions"??

Just got a survey from Disneyland which had what I thought was an odd disclosure at the beginning:

"Welcome to our survey!

We appreciate you taking the time to participate, and encourage you to share your opinions; however, please note that we are not soliciting any ideas or suggestions."

I thought this was a little odd/off-putting. I guess this means they don't want a million unsolicited emails suggesting new rides?
 
No, it's a legal thing so that if you mention something in a response and they end up doing it or something similar later you can't sue them and say they used your idea and you are owed compensation.
 
I assumed that was one of the reasons, but it seemed like odd phrasing.
 
i think its just that if you have a suggestion at this moment they are not taking them, they just want you to take the survery
