As to which time of year is better? That depends on your preferences and other factors. April will give you Spring Break crowds, but longer hours, maybe the Food & Wine Festival at DCA, and probably cooler weather. September (depending on when in the month) may give you Halloween Time -- a super fun time at DLR -- which means tons of decorations, special food and merchandise offerings, Halloween parties (separate ticket needed), HMH (NBC overlay!), Halloween Screams fireworks, etc. Here is this year's Halloween Time superthread to give you an idea of what to expect:
