Disneyland & personal scooter question

What are the current rules for under age driving if a personal scooter?

Here is some of the story: three adults and one child (age 9) are traveling together. All three adults are disabled and will be using rental scooters. We are doing a split stay starting at GCH and transferring to Camelot. We will have a van and an extra personal scooter (for use in the airport).

If I drive our luggage to the Camelot and the ride the personal scooter back to GCH will my daughter then be able to drive the personal scooter through security and over to the scooter rental place so we can stow the personal scooter while we are in the parks? She would only be driving it from GCH to the rental shop and then from the rental shop back to the hotel the one day. Do you think this would be permitted?
 
I assume she would be with the other adults; even without the scooter, she would not be able to go thru security and go to the park alone.
The Disneyland (and WDW) say guests under 14 must be accompanied by an adult.

I don't quite understand why you would not be driving it from GHC thru security??
If she is with adult(s), the scooter is small enough for her to drive and she is able to control it, I don't think she would be stopped. There are children with arthritis and other conditions who drive their own scooters. An adult would need to rent a scooter at the park.
 
Yes, she will be with the three adults. We are renting three large scooters from One Stop Mobility that will be delivered to our hotel. So the day we need her to drive it is the day we have to transfer hotels. I will drive our luggage to the Camelot from GCH, but will need to use the small travel scooter to get back to my rented scooter at GCH (as the large one won't fit in the van). Once I get back to GCH we will have four scooters and three adults. The travel one is small (folds up to the size of a suitcase) so she won't look out of place on it.

She drives my scooter from our garage and onto our lift, so has had practice on them and does very well. We'll have her practice on the little on so that she is really comfortable with it.

I do not think that Disney has an age limit for using an ECV at the parks, just on ones you rent from Disney. You have to be 18+ to operate a rented scooter from Disney. I know that most of the rental companies in Orlando have rules that they should only be driven by those 18+. So, if there were any restriction on her driving the rented scooter, it would be based on the rental company you use.

Actually, they just have to be with someone over 14 to enter the park at any time, not someone over 18. After they enter, they can be alone in the park (though preferably over age 7, which is the age limit for single rider.)

it got mixed up with the 'you must be 18 to rent an ECV in the park'
