Disneyland October - Halloween

Hi,
We are visiting Disneyland in October and have read that this is Halloween month. We are looking at purchasing the California City Pass for Disneyland, Universal Studios and SeaWorld but it says that you need a different pass for Halloween. Could anyone let me know if this is an additional cost or would be part of the California City Pass.

The Halloween party at Disneyland is a separate ticketed event, so a regular park ticket (including the California City Pass) would not work.
