'fraid not - the only discounts you might get inside the parks or at the hotels is with a premium annual pass - you may or may not be able to get a AAA discount at some of the DTD restaurants, not sure though.
Actually, all annual passes, including the So Cal have some dining discounts. It's 10% at Pizza Port and the Plaza in Disneyland, and I believe most places in DCA, though I've only eaten there once. There is a $10 minimum purchase. It's been enforced at Pizza Port, but I've used it 3 times at Taste Pilot's and gotten the discount even though I spent less than $10. Also, some Disney Travel Co. packages include a discount coupon. I got one 2-3 years ago when a friend visited and booked a vacation. As far as I know, premium passholders get a 10% discount at all non-food cart places in both parks, but I believe the $10 purchase still applies. All of the discounts at Downtown Disney are the same no matter what annual pass you have.
