I know we can upgrade our tickets to annual passes.
However are monthly payments accepted for the balance or is this for Ca. Residents only?

You can. The ticket becomes your downpayment and the balance becomes your 12 payments.

Yep! That's how I got my first AP! I had a 5 day hopper and my montly payments ended up only being like $17 that first year!
