Disneyland ADRs for East Coasters

Help!!!! The Mrs. And I are planning a Disney trip to coincide with a work trip for her in March. Much needed break from a. Convention before heading back to the grind. And an early Birthday gift for her.

We are approaching our ADR window for the 20th of March. Does the ADR window for Disneyland (and all points west) open based on EST or Pacific?

As to being a Crap's shoot, it can't be any worse than doing it for WDW.
