Is this resort for DVC members only or can the public stay there too?

it's not just for DVC, we can (the public) can book there as well. You can call the reg customer service and they will give you all the info, I did just last week myself........................Hope this helps

I think you would get more answers to this question if you asked it in the "Resorts" board.

Anyone can stay there. You could rent points from a DVC'er or book directly through Disney. We are DVC'ers and have gone to Vero 2x's. It is a great resort. Let me know if you have any specific questions. Also, you can look up some info over on the DVC boards. Not sure if you would find much info about it over on the resorts board.
