There are several private transportation companies, that won't/can't drop off prior to 11:00. Private transportation (paid, not personal) can't enter the port area until 11:00, from what I've read, unless they pay a premium for entering earlier.

This -- we have a service we have used for a decade and on our last pick up for a cruise in 2014, they were telling us that they can no longer go into the port like they used to.

We've never had an issue with the companies we use. We've never arrived later than 10:30.
