Disney to Cruise (non Disney)

Can you use the ME to go back to the airport if you have no flight? DD going from WDW to airport next Sunday to pick up rental car to drive and then drop off at Fort Lauderale airport for non Disney cruise?

Also, if trip packet has no ME luggage tags or reservation then travel agency forgot to make and she needs to contact them ASAP?
