Disney Springs Parking Garage hours

My daughter wants to get in line T 9am for the 10am opening at Giddens Bakery for one of the limited edition cookies. She doesn't want to do virtual line. What time does the parking garage open up? TIA

I don't know, but Earl of Sandwich opens at 9, so I would think the garage must be open before 9.
