If I wanted to take a bus from Riviera to Disney Springs for Dinner so (5-6:30 window), how early do I need to get in line for that bus? How often do Disney Springs buses run from resorts?
 
You can use the MDE app and it will show you what time the busses will be at your resort. I personally would get in line around 4. This gives you time to get to the Springs plus time to walk to the restaurant and not be in a rush.
 
You cant see wait times for buses unless you are there, correct?

I am trying to plan ahead and get a sense of what to expect.
 
Riviera is one of the closest resorts to Disney Springs, so bear that in mind. It's probably only about a 7-minute ride.
Buses hypothetically come approximately every 20 minutes, sometimes more often, sometimes less often. As suggested by another poster, getting in line around 4 would be a very, very safe bet.
 

Rule of thumb for me is to allow 60 minutes to get anywhere on Disney property using Disney transportation. If I wanted to get there by 5pm, I'd leave 3:45-4pm. Since you have a window you want to arrive between, I'd agree that 4-4:15pm would be a good time. You'll likely arrive early, but that's always my preference so I'm not rushing or worrying.

Where will you be eating? The Disney bus drops off at Town Center. If you're dining on the Marketplace side, you could leave later and take rideshare there. The drop off for rideshare is at the Marketplace end. I would allow maybe 20 minutes to call an Uber, have it arrive, and make the commute.
