Are the boats leaving Disney Springs for resort ports restricted for use by Disney guests only? Staying offsite but was hoping to use the boats to explore some of the Disney resorts during our non park day at Disney Springs. Thank You

Nope. Only resorts accessible this way are the two Port Orleans resorts and Old Key West. Saratoga Springs is just a walk.

It's a very nice boat ride if you have the time. I met some beignets fans who did just what you described, and made a trip to Port Orleans French Quarter.
