I presume you're trying to book something that requires CC to hold the adr like Cinderella's Royal Table? I'm not sure, is it a western union cc with a visa/MC logo? If so, then yes. If you're trying to do it via WU bank transfer and not use a cc, then no.

So they don't accept bank transfer with western union maybe instead I could visit a travel shop in town that accepts cash or cheque payment and book a Disney Dining from there.

That won't work either. You'll need a prepaid credit or debit card with a major logo. You can use cash or check to purchase one and then call and book dining.

Is the issue you don't have a credit card or for some reason don't want to use it when making your reservation? Perhaps you are traveling from another country to the US. How did you make your hotel reservations?
