I have seen several pictures that are "framed with Walt Disney World" etc. like the above pic, and feel so stupid, but how did you do that?

I am finally deciding to get out of the dinosaur age and purchase a digital camera for our next trip and would love to print some pics like this.

I create my frames manually in photoshop - I increase the canvas size by a number of pixels 3 times - once black, once white then once black again. This gives the B&W border. Next step is to overlay the text using the WDW font I found on the internet.

Its actually really simple to do once you have done it once. There are other ways to do it and specific plugins for paint shop pro or photoshop that will do the borders for you but my manual way suffices.
