Disney resort booked through timeshare

We have access to RCI points and are considering using it to book a Disney property for a week. If I go this way can I still do a Disney dining plan, or does that have to be booked at the same time? As long as I'm on a disney property, I'd still get 60 day FP?

Yes FP and I believe you can buy the plan.

But having access to points and owning points are different. If, by chance, you are thinking about a rental situation of the RCI points being turned into a DVC reservation ($95 fee is a hallmark of this), know that such rentals aren't allowed by RCI/DVC and IF they were to find out it's a rental they can (and have, I've read) cancel the reservation completely.

I do not know how it works if a friend or family member makes the arrangements and doesn't charge you.

(And IF it's a rental and IF it's through eBay and PayPal, you wouldn't be covered in a cancellation situations because no matter how many timeshare listings there are, they don't actually protect them, if you read the t&c, especially PayPal.)

An RCI booking of DVC must be used by the owner of the RCI points or gifted to another person. They cannot be sold. Even with a Guest Certificate. The reservation can be cancelled by either RCI or DVC if it is a sold RCI trade.

Once your trade goes through, you should receive a reservation number from DVC and be able to call Member Services to add the dining plan and Magical Express if you need it.

Just have the owner purchase a gift certificate and then the reservation can be in your name.

That only works if the reservation is gifted to the guest. It cannot be sold to someone. That information is on the RCI website. An RCI trade cannot be sold.
