I am planning a 7 day trip in spring of 2014 for a family of 4 (includes 5 yr old). The travel agent quoted me $3200 on site w Quick Service dining and 5 day tickets. Is this a good deal?

What resort? Preferred location or standard view? What time in the spring? Base tickets or hoppers with waterpark fun & more option?
Too many variables to really say. However, since Disney just announced their 2014 rates and they aren't featuring any discounts for the spring yet, I would say that you can probably do better.

The dates are April 12th -18th at the All Star Movies Resort. 3 Adults 1 kid that is 5 yrs old. Base tickets. Friends have told me not to get the QS Dining and some say its better to stay off property. I'm confused. Is there a chance they might offer a discount around that time?

I would not get QS dining unless you know you will want a soda and a dessert with every meal. If you don't (You can get ice water for free), it's probably cheaper to pay cash. (For my 3 day trip this fall, I can feed DD and I for three days for what the QS plan would charge me for two days of food. And that's 3 meals per day cash vs only two meals per day QSDP)
Adding the QS plan adds $808.00 to the cost of your package. Check out the menus at allears.net and look at what your family would normally order, and see how it suits you best. Keep in mind the QS only pays for two meals per day - you either have to pay for breakfast out of pocket, or use your snack credit for a bagel, etc.
That's awfully close to Easter, so I doubt there will be many discounts, if any. They've really been scaling back in the last few years as the economy recovers. But yes, it comes to about $3200 on the Disney web page if you were to book it yourself, so that's about what it costs to go. (Keep in mind hotel costs in April are about 2x what they are during value season.)

It's rare for any discounts to be offered at that time.
I would not go offsite if this is your first visit. Holidays are extremely crowded and those who are staying offsite can be turned away at the parking lot if the park reaches capacity. You also have to deal with heavy traffic instead of letting Disney do the driving.
If I had no other choice than to go during a holiday period, I'd suck it up and pay the premium to stay onsite.
