The effect used in this picture is very easy. If you are familiar with actions that are used in Photoshop, I downloaded this one free on the internet and it transforms a landscape photo into this effect. You can also change perspectives with the action, like the example below. If you use Photoshop and are interested in the action, let me know and I can send you the web site. It will work with CS3 and CS4, not sure about CS2.
