To Interested Parties,

A has been created for those interested in bringing the question of a Russian pavilion at Epcot into the foreground of Disney discussions. The petition is addressed to Disney as well as the head of Disney marketing and investments in Russia. This petition was created in the hopes of drawing, at the very least, an official answer from Disney on plans if any, to create such a pavilion. The petition can be found through a simple google search for "Russian pavilion" at Change.org. Please feel free to disseminate further. Thank you.
 
It will take more than a petition to get this built. It will take sponsors to put up substantial dollars to build and fund its operation over 10 years. Suggest the interested parties start a pavilion building fund instead.
 
OP, I'm sure the powers-that-be at Disney will give your petition the same attention as most other petitions it receives.

They have a special cylindrical file cabinet especially for such things.

If you want a Russian pavilion, secure reliable funding for one. THEN go and talk to the suits.

In all seriousness, it comes down to sponsorship. At Epcot, Disney doesn't like to do much of anything without a corporate sponsor. That was the initial intent of the park, and Disney is happy to have someone else pick up the tab in exchange for the company's name being on all the guidemaps and at the attractions. I believe that every WS pavilion is sponsored by a company except for the Kingdom of Morocco.

You probably should direct your petition at the Russian government or a Russian corporation that might be willing to provide funding for construction and for ongoing support. As PPs have noted, the existing pavilions at least originally and for some period afterward were funded in part by the nations represented and/or corporations from those nations. If a Russian group came to Disney with cash in hand there might be a chance of a pavilion. Without that there will be zero chance.
 
Oddly enough, there were actually plans for a Soviet Union Pavilion back in the late 80s/early 90s, but the SU collapsed before construction even began, so Disney scratched them.
 
Slightly OT, but speaking of never-built WS pavilions - there were preliminary notions to build a pavilion for Iran back in the late 1970s. I believe that the then-Iranian ambassador to the United States was invited to the preview center in an attempt to possibly procure some sort of sponsorship for said pavilion. (This was even before the final concept for World Showcase was nailed down.) Then, of course, the revolution occurred, scuttling everything.

I don't know where they'd ever find the room, but given the geopolitical and economic changes over the past 20 years, it would make sense to add Brazil, Russia, and India to the WS lineup (Millennium Village, perhaps?)

There is room for at least a half-dozen more countries around WS. Take a look at a google map of Epcot and you can see the vacant plots easily.
