Are there any exclusions regarding dining? Good on tax/tip?

I assume they are good at any eatery in DL/DCA and the 3 resorts?

What about the carts inside the parks?

Are they good anywhere at Downtown Disney?

Is there a list of "participating locations" anywhere?

Any Disney owned place in the park, resorts and in DTD. They are good at carts that accept a credit card. Some roving carts like the ones with the light up toys take cash only, but most stationary carts that sell churros and popcorn will accept them. I'm not sure if any "non-Disney" places in DTD take them.

Many of the places in DTD DO NOT take the gift cards. We learned this the hard way a few years ago. Really, I would only count on World of Disney and the pin traders for the downtown. The food places, Build a Bear, Lego store, and most vendors don't take them.
Having said that, we find them very useful for while we're actually IN the park. Remember, vendors on the street sometimes don't take them, but in the parks pretty much all the stores, popcorn stands, etc. do.

When we tried to do a gift-card only trip a few years back, and found that many of the DTD places do not take the cards (places that a pp said). We also found that the parasol cart near Cafe Orleans wouldn't accept them, though they did take credit cards. They are a non-Disney entity.

Our biggest struggle happened to be tips at sit-down restaurants in the park. Some would put the tip on the gift cards and some would not. My suggestion to you would be to have enough cash onhand to cover tips.

Yes some of the shops in NOS are not disney owned.

That's weird about the tips. In WDW we did the dining plan and JUST put tips on them. Maybe the server didn't know how to do it? If you have a problem like this, I'd talk to a manager.

Do you think the tip is a problem at Character dinning where the tip is included?:confused3

They were fine about the tips that were included in the price of character meals. The one that seemed to have the biggest problem even after I talked to a manager was Cafe Orleans. This was a couple of years ago though.

I asked this question about Downtown Disney to a Disney employee earlier this week. You can only use a Disney GC at World of Disney, Marceline’s Confectionery and Disney Pin Traders.

We used a Disney Gift card for most purchases in the parks, even for popcorn and at the fruit stand on Main Street. We used cash one night for balloons. I did have some trouble at one of the drink stands in California Adventure, my brother and his girlfriend wanted a beer, and they did not accept the giftcard.
