No bathing suits without some sort of coverup over them... unless you wear the one piece skirted type that look like sundresses... those are OK.

So why then are there tons of woman/teens walking around in shorts and a bikini top during the summer?

Does the person have on shorts or a skirt with the bra top? If so, that is considered a "cover-up". A bathing suit with both the top and bottom uncovered is not allowed unless it is of the variety that looks like a short sundress or the bottom looks like a skirt.... not the ULTRA short ones, though... has to come down on the thighs.
